Azerbaijan has broadened its work permit exemption policy for foreign nationals classified as "highly qualified," allowing them to work in any field related to their expertise without the need for a work permit. Previously, this exemption was limited to those employed by specific authorities and engaged in projects of national interest. ​

  • Application Process: Applicants must demonstrate their qualifications and meet criteria under a points-based system. The standard processing time for obtaining this status is between 20 to 30 business days.​
  • Digital Portal: A digital application portal is planned to streamline the process, though it is not yet operational.​
  • Residence Permit Requirement: Despite the work permit exemption, individuals must still obtain a separate residence permit to legally reside in Azerbaijan.​
